why do we make our opponents play optimal?

Ever since I've started poker I've been told that if your opponent is loose then you should tighten up and if he is

tight you should loosen up, but then if your tight your opponent is right to be really loose and you are making his play

optimal are you not? sorry probably really basic but this is confusing me..
