A Little Question!

I just was listening to WWMR 93.3 FM from Phillie and heard an advertising for a lottery!  Saying if a red ball shows you get payed double!  Guaranteed to show up ONCE A WEEK!

Question is if it is random and fair lottery, why is it guaranteed for the red ball to show.  Why is it not called a fixed lottery and not allowed or closed.

Last summer politicians were looking at on line poker to make sure it was fair!  Why can the New Jersey Lottery Corporation not getting slapped for a rigged lottery.  Hope New Jersey residence ask the candidates running the question of fairness.  Or am I missing the point of a government sanctioned lottery can be rigged verses on line is not allowed to be. ??? ???

Good point how can they garauntie the ball to
show up once a week.
Solution to the glass is half full - half empty ......

If you are taken something out of the glass than its half empty if you are putting something in the glass than its half full..

two seperate algorithms one set up to hit one in seven times, or once per week causing one of the red numbers to then fall and replace one blace number once per week. Therefore it is still random.
